Emulator/Tools updates

Finally, some vectrex emulator/tool updates at the tools section:
- MESS is updated to version 1.1
- A special 'programmers version' of VecX, hacked by: Ville Krumlinde
- Added driver-code for VecVoice and Eeprom programming.
- Added the VecFlash tools.
- The Beos and Amiga binaries for the Veccy transfer tool
